The [delete] hyperlink is only enabled for projects whose funds have not yet been distributed.

To delete a project:
After locating the desired project on the Project Manager page, click the [delete] hyperlink located to the right of the project in the Grant Year Projects section. A pop-up window displays to confirm your wish to delete the project.
Click the OK button in the pop-up window. The page refreshes to show that the project has been deleted from the system.
